I'm a little surprised that they moved the Skins four spots up. I'm not sure about being ahead of the Stealers, Jets, and Cowboys for that matter, but 3-1 is 3-1. Looks like even ESPN isn't going to deny us that.
The obvious problems that plague the Pears right now (o-line, secondary, Martz, Jay George, etc.) can't be ignored. The didn't move up despite putting up 34 points. Looks like even ESPN isn't going to overlook the obvious.

NFL.com has the Skins at 10 and Pears at 13.
Given the current state of the league, looks about right to me.
I have no real issue. If the Bears win this week it will have a major effect I would expect. We'll see.
